I work for one of the best consulting firms in the United States and just because we are recruiting doesn't mean we are hiring. Just because we are not hiring doesn't mean we won't hire.
My advice is to make contact with all the firms that interest you whether they are recruiting/hiring or not. Exceptions are always made. Just because a firm isn't recruiting or hiring doesn't mean they won't hire if it finds the right candidate. The worst that could happen is that they say no.
