How do I get to the "real people"? |

I have a strange background (sr. researcher at XeroxPARC, product manager at a top tech company).
When I submit resumes to the HR departments of most consulting firms I get a very quick "your skills don't match" When I send my resume to sr staff at those consulting firms, I get an almost instant "we would like to speak with you ASAP"
In fact, I am 2 for 3 in securing interviews from companies where the HR people rejected me before a sr staff member asked to interview me.
My question is this... how do I skip the HR people? To date, they have been incapable of gauging my skills. My network is pretty small, so I don't know how to get in touch with many sr people?
Do you suggest cold calls? Sending emails to execs? The HR folks are just stopping me before someone with a clue even sees my resume.
