I thought I would give my 2 cents since I'm an international student looking to work in the consulting field. I'm from a west coast school and from my experience, only D&T consulting and E&Y interviews non-residents. However, I have friends who are working with PWC who were international sudents too. Seems like it varies with demand and geography.
I was initially discouraged by the H1-B visa issue also, but I've discovered that there are ample opportunities out there for us, and that there are companies that recognize the pool of talent coming from non-US citizens.
The rest of the brand name management consulting firms like McK, Bain, BCG, etc. also do sponsor work visas if you prove yourself worthy.
But the recruiting path is long and often discouraging, but hang in there. If you keep yourself motivated and keep looking, you will reach you goal eventually.
