I received an offer from AMS, and luckily I didn't take it. If you want to do state and local work or federal strategy try KPMG or Athrur Andersen. For public health care D&T. I also know people at Booz and E&Y who are happy, but I don't know much about their practices. If you want to do federal tech look at Accenture or CSC, although I hear both are sweat shops. Also, stay away from PwC, their government pracitce is following apart. If you want to get in and are considering a masters degree in public administration first, look at the Maxwell School in Syracuse - all of the consulting firms recruit up there.
