Writing this at some ungodly hour of the morning. I won't comment on how KPMG staffs, but it is a consultants responsibility to get staffed ultimately. Why, because if they can't find an engagement for you they will fire you and you will be on the street, not them. Consultants pay 82K for proactive people who go out and get the work, regardless if you are a top guy or lowly analyst. If you can't do it, then be sure, I would fire your arse.
