I spoke to a recruiter from PWC (on leisure time and after recruiting) and he said that consulting firms are over staffed in new recruits when you consider the recent tech market downswing. In other words there is less of a demand for technical help. Any thoughts?

yeah, almost every firm is overstaffed at this point, but larger firms don;t have a problem handling it. thus smaller firms are laying off like mad(see scient) and even retracting offers (luminant, others)...
