So, I would definitely need an MBA to go the partner route? Are there any consulting firms that will put you on this track with a PhD but not an MBA?

Two of the most senior partners at Booz Allen are not MBAs (not even PhDs). Dinossaurs from a distant past? May be. Probably not. A carrer in a large consulting firms depends much more on performance and intelectual leadership than it seems to the majority of employees.
You also have the alternative of small, boutique consultings, which are even more flexible, merit-oriented and no-nonsense.
Go ahead. If you have the right atitude, the right amount of self esteem and a first rate, analytical, brain you??ll certainly find a good management consulting position.
