GMAT is designed to be consistent year after year. Getting above 700 is always difficult. The scale is fixed, but 700 roughly represents the 93rd percentile and 720 the 96th.
Unless this board attracts particularly bright individuals (unlikely, since there is no requirement to join), most people claiming 700+ are just full of shit... Think of it, what is the likelihood of all people coming to this forum being in the top 7%?

You should know that the percentages change. 5 years ago a 700 was really good, today it is average.
