I can't advise you about Franklin Pierce vs. Syracuse although I don't think either is a great school. But I think that you should think about why you want to work in IP and whether you have the credentials they are looking for. I have a friend who started college as a chem major changed it to history and was unable to sit for the patent bar. She looked for IP jobs (btw, she went to a top 20 school) but was unable to find one because she didn't have a tech background.
