Penn is an Ivy League school, and although Penn's law school isn't ranked as high as Harvard or Yale or even Columbia, it's still Ivy, and still top 14. And it's relatively close to the big fat NYC job market.
As an undergraduate school, Penn is ranked five, and Wharton is the number one business school. True, you are going for law school, but the high rankings of the rest of Penn will help to eventually pull up the law school as well.
The advantages of GULC is that DC is a nicer city than Philly, and GULC is the place to go if you are interested in federal government jobs. GULC is also strong in tax law.
Otherwise, go to Penn.
