Avoiding the Debt and going to Loyola sounds like the best option. From what I hear, the student body is much more cordial and easier to study with.

A couple of notes about current loan repayment programs (LRAPS)
(1) CA is considering a statewide program, but who knows what it's chances are.
(2) Currently, most LRAPs take your family income into consideration, so if you get married and your husband makes any $ at all, you probably will not qualify for loan repayment assistance.
Debt can really pressure you not work in public interest, so Loyola is a good option.
One other thing -- UCLA's public interest program has been having some weirdness lately -- ask some honest students what is going on. I am not sure, I've just heard rumors.
