I am about to enter my second year at HLS. To answer your questions (and hopefully alleviate your anxiety), the answer is that almost everyone I know at school who wanted a summer job at a firm got one. Many found their jobs by the end of January, and others went through an abbreviated version of on-campus recruiting in March.
As for the few people who were looking for jobs at firms but didn't get them, they still found excellent international public interest jobs, research positions, etc. Admittedly, those positions are not as well paid.
Further, it does NOT take personal connections at the firms to get a position. However, because firms are aware that you are more likely to end up at the firm you spend your second summer with, they tend to look for assurances that you are serious about them. As a result, they DO look for your ties to the region. Many people get offers either in their hometowns or where they attended college. The exception to this is the on-campus recruiting, which is heavily geared toward New York.
Another note: if you have a technical undergraduate degree you may find that the IP firms scoop you up quickly.
