So is the partner ultimately responsible for decided whether someone gets hired? How is recruiting experienced hires different from undergrads? |

Partner has ultimate sayso. Depending on partner, may listen to input from HR, but partner has better sense of business needs, which will drive a lot of decision process (if he/she sees business increasing, may be more inclined to take chance on someone).
Experienced hires are not on same calendar, go year round. Generally is not same question of numbers -- not like they are interviewing X number of college grads for Y spots. They interview more for specific slots, and more if you are qualified and they like you they will extend offer.
