Hi--
On April 7th, a local newspaper advertised a position that interested me, but Life intervened, as it so often does, and I never got around to applying for the job. It's almost June 7th, and the position hasn't been advertised again, but I'm still interested in applying, just to see what happens.
What would the protocol be, especially in a cover letter?

The best way to get around the glut of response to ads is to find someone in your network who has a connection with the company and have them either deliver your resume or introduce you to the hiring manager. Ad response is like buying a lottery ticket, you will not win without buying one but your chances once purchase are extremely poor. Get to the company directly while your ad response is being bounced around in the halls of rejection.
