1. The position may or may not still be open.
2. You should respond to any ad you're interested in ... if it's no more than, say, six weeks old. In the case you cited, it's a close call.
3. Don't send a resume or a cover letter. Instead ...
4. Send a Marketing Letter telling them, first: I believe you will like my qualifications for ____.
5. No need to mention anything about the ad, or when it first ran, or anything else like that.
