The feature you saw is a new one -- they dream up a topic, invite replies direct to vault (not via the message boards), then publish selected replies in subsequent e-mailed newsletters. In the one on "no calls," most of the selected replies advised respecting the "no calls" request, lest one antagonize the employer.
Lucky for you I'm behind on my reading, so MY newsletter was still there.
