Message: You said "And I'm sure you do a much better job of evaluating a candidates background than someone in HR". Probably sarcastically. But actually, for most jobs, no I wouldn't. Because I have no more idea what the job they'll actually be doing entails than the HR person and would obviously be kust as incompetent at picking someone with the right skills. The exception would be if I were on the team the person was being picked for e.g. as their prospective manager or in a closely related position. Frankly, in my profession, the "soft" skills are more important than the specific technologies. I can pick up a brand new computer language in a week and be outperforming people who've been using it for years in two weeks - how's an HR person going to measure THAT on a resume, looking for keywords they don't understand?
