Not every company HR organization fits your pre-conceived notions. Some of us do nothing but recruiting - we are not burdened with other HR duties (compensation/benefits, employee relations, org. development/training, etc. We just recruit and manage the employment process. We don't rely on resume databases or online job boards, we pro-actively direct source and network for candidates.
I've worked for a SR VP of Corp. Recruitment who didn't even come from an HR background. Fabulous person! Just like any profession, some people do it with artistry, imagination and heart - some don't.
There are incompetents who screw up and do a poor job in every profession: advertising, marketing, whatever.
