Are you an HR person or trying to become one? How many years of experience do you have looking for a job? Sorry, I am not trying to get personal here, but you might wish to change your mindset or your job search approach to survive and prosper in today's economy. Not every HR Dept. thinks this way. If so, you would see a higher unemployment rate!!
Sure, a narrow-minded person in HR might deep six a resume which shows no experience or does not have the qualifications pertaining to a job. Of course, this may be your problem. Taking time off in one's career is no longer considered a sin as it was 10 to 15 years ago. I know of several individuals who took off from their jobs for personal reasons for several years and have returned to the workforce stronger than before.
If you believe that HR has this mindset, why not stay unemployed? Your generalism will get you nowhere. On the other hand, you might finally realize that being creative and intelligent with your resume (not being dishonest) will help you get by some HR people and help you get a better job. Consulting is just one way to do this, and there are others (I will let you figure them out, no hints).
You also might want to get out of Beltway City and move to a state with a better climate and promising economy. Keep positive and good luck.

(1) There are those cynics would would ask if there were any HR people who were NOT narrowminded. But I'm not going to say that.
(2) If the resume has no experience or qualifications pertaining to a job, then it's a fair guess that close to 100% of HR people would toss the resume.

Not addressed to me. I'm employed. Job sucks, but I'm employed. And I didn't get my job by going through HR. Neither did I get my last job by going through HR.
But as far as being unemployed... not having to work for someone else ever again is my fondest wish. As soon as I make a killing in the stock market it's goodbye bosses and goodbye HR. Adios.
