Actually, HR has their own reasons for insisting all resumes be funneled through them.
In some corporations, there are hiring guidelines such as degree requirements. In other cases, HR is very concerned about time-stamping when the company received a particular resume and from what source. Many recruiting contracts require a fee be paid if they presented a candidate's resume, and the person bypassed HR to talk to the manager. Even if the recruiter didn't get you the interview, if they presented your resume first, they get the fee. HR hates that.
Other reasons include the desire for HR to run some basic queries prior to passing on resumes. Banks and financial institutions routinely do criminal record checks for some positions before passing the resumes along.
