Question #1: I'm a talented publication A.D. w/ 7 yrs. exp. I know for a fact that I'm more than qualified for jobs I'm applying to, yet, few employers have stated that they have gotten my resume. Isn't that rude? Is that typical?
I've applied mostly through job boards (email) are employers actually using these tools, and responding?
Question #2 or #3: I'm not even looking for a relo pkg. Am I being overlooked because of my address (which is out of the way of the real world).

In the past, we would send a postcard to EVERY person who submitted a resume. The card indicated that we received the person's resume and would contact them within the next few weeks if their experiences, etc. matched the those required by current opportunities. We sent the same message to candidates who applied via e-mail.
Occassionally, we would receive positive comments about sending these cards. However, when I called candidates for interviews, I would regularly get comments like, "I got a card so I thought you weren't interested." For that reason and budget constraints, we discontinued the practice.
Regarding relocation, HR practitioners warn managers not to base selection decisions on where a person lives (to avoid potential adverse impact). However, if you owned a business and had several candidates you are interested in, most being local, who would you interview first? Relocation isn't the only issue, we pay for hotel, limo, airline, mileage and/or other expenses for candidates who we invite to our facility for an interview. Our recruiting budget has been significantly cut every year for the past 3 years. It just makes good business sense to pursue the local candidates first.
On the other hand, I wouldn't indicate in your cover letter that you don't require relocation assistance or reimbursement for interview expenses. Why negotiate these things out before you've even had an interview?
