Wow. You appear to have had a bad experience with human resources. But you should not let that impair your judgment or allow you to give very bad advice to someone.
Why do companies so "no phone calls please"? Because if you don't, you will get so many phone calls, that answering those calls takes time away from filling the position and contacting those candidates that are truly qualified.
Are there bad HR people? Of course. But those companies hired those people into those positions. So instead of blaming HR. Blame management for hiring weak HR.

You just look at a stack of resumes. Pick out 30 or so that have key words you are looking for (Java, sales and marketing, whatever). Make 30 calls and get 10 people worth interviewing. Then give out a couple of offers.
Let's face it, half the time, HR people have no clue about the position they are hiring for.
