Warren Townsend, in his book "Further Up The Organization" gives his view of the various depts. in a large company.
The first words in the chapter on HR: "FIRE The Personnel Department". |

if it's a "Personnel" department in the common sense of the word. However, HR is much different than the "Personnel" employees of old. At least the good, and effective ones.
