The way I see it is that recruiters are, for lack of a better term, salespeople. Its similar to a real estate agent with an exclusive; the position someone is looking to fill is exclusively their mandate. And the related ethics and fee splitting is understandable.
They sell a commidity, and that is talent. Whether it person a or person b. It does not matter because the end result is the commission that they get from the hiring company. By that very nature they look only for a body; not a person. They want to fill that vacancy as quickly as possible and they do not care if you are a nice person, funny, a team player, whatever. They want to get you in the door, hired and they get paid.
As far as pissing people off; well, I am one of those people who have been pissed off by recruiters. I see jobs by one particular recruiter here in NYC that would fit me to a T. I call them, send my resume and still nothing. All I can assume is that it is my age (I am four months shy of my 50th b-day) that is a problem for them. Fine, so be it. I will tough it out until retirement at my current job. And the other thing that is highly insulting is when a recruiter that you have worked with calls you looking if you "know somebod" for a position they are trying to fill - usually I end that call quickly. Hey, why should I help you if you have not helped me?
