Does anyone know of a finance (not accounting) website that allows people to submit their resumes online and give access to others to see what the competition has to offer?

I think I understand your question, but correct me if I'm wrong: You want to post your resume and then gain access to the other job seeker resumes, right?
Anyone can purchase access to resume databases, that is, if you want to spend the money & countless hours searching and reading the resumes of your competition.
I'd recommend focusing that energy on your own search and forget worrying about what everyone else is doing. Who cares about them - redirect your energy toward your own search, get out there - sell your skills and expertise and leave the worrying to those in competition with YOU!
