Does anybody know if it takes longer for a comapny to reject a candidate than giving an offer? |

It doesn't matter whether it's with a job offer or a rejection. They can tell you at the interview or they can take weeks or even months to get back to you. If it is a rejection, chances are that they will never get back to you again.
Right now I have been waiting on one company for three weeks for the HR person to call me to schedule a third interview. Apparently, they are seriously considering extending me an offer, but they just can't get their shit together to continue the process in a timely fashion. I'm working on this through a recruiter and he is just as frustrated as I am.
Last week, I went on an interview with a place that turned out to be a real dud. After about five hours of interviewing, I guess they could read the disappointment on my face and the HR guy told me right on the spot that they were not interested in me. I got to hand it to them.
