Texas has had layoffs of 25% of the IT workforce during the Bush Admin. If unemployment numbers hadn't been politicized (by counting temp & part-time), they would actually be ~11%, and higher in IT. Almost 30% if you count *under*employment.
Why voluntarily move to Houston anyway? It has a terrible rep, even here in Texas. Consider those cities that are doing well, although they may not be great places to live either: LA, Atlanta, NYC.
Monster is worthless. Use local newspapers in the city you want.
And dozens of jobs is not alot. 500 is something; 900 is reasonable because it's a numbers game. But customize your offering to each, by learning something about that company, and include it in your letter.
