The best thing to do is NOT give references to any potential new employer until they are prepared to offer you a position. You can easily negotiate with the new employer, and let them know that since you are currently employed, there is obvious sensitivity around providing a reference from your current employer. They will understand. If they insist on references before extending an offer, you can always provide references from others (excluding your current employer). You should not be expected to provide a reference from your current employer until the new one is prepared to offer you a job.
