depends on where you work.
I work for a large firm, and I've seen everything from flip-flops (the horror) to tennis-shoes, to sexy manolo mules.
Females should wear not only smart shoes to work, but shoes that they'll look and feel comfortable in. You might find yourself thinking that flip-flops are comfortable but you look ridiculious anywhere except if you're a lifeguard at your morning beach-front meeting.
Open-toed shoes (and mules) are fine provided they're upscale, and you can walk in them well. When you shuffle about in them, probably time to rethink the shoe (and your image).
The right shoe says a lot about the image that you're trying to project.

if you live and work in southern california flip-flops are not "the horror"... i've been in san diego all my life and I work at a high tech company, and i see flip-flops and surfboards all the time. our clients are tough and old-school, yet understand the culture of southern california...even like it. granted if you're in a meeting with clients you probably want to stay away from flip-flops, but I've seen guys and girls wear them with nice skirts and slacks. that's just how it is here. just make sure there's no sand on them.
