I'm in a similar situation (want to leave my city for either DC or NY) but it will look very obvious that I'm lying when the address on my resume is local, yet my current job on my resume says another city. Can't take the job off---they'll ask what I've been doing.
Message: You are thinking the exact same way that I was at first. To address the phone thing first: think about it, with all the cellphones who has any idea what the area code is? unless 212 213 (NY LA) how many people really know where the area code is? Especially in the NYC area. There must a dozen diff area codes there! I was called 2 or 3 times a week when I was looking to go to NYC from Ohio. I still used my 614 area code for phone purposes and used my friends Bronx address. Every conversation about directions began with me saying, "well Im coming from the South Bronx. . . ." Which I was. Easy as that. Just make sure that you schedule an interview for a time that you can make. I never really had a problem with any of that and I have been to NY and LA for job interviews. Now for you current job, dont put the location on it. I wasnt sure about this at first, but by god no one really has ever said anything to me about it. Once Im in my target city I will once again put it on. The main thing to keep in mind is that you want them to call you because once that barrier is broken you can explain to them what you are looking to do. You are right in the fact that most employers in this economy arent excited about out of town hires, so you need to be more creative. Some employers have even said that they were impressed that I did all that leg work just to get an interview. Even currently Im in talks with a San Francisco Investment firm. I used my buddies SF address, my 614 area code and left off my job locations. All I had to tell her was that I would be relocating soon.
