"that most US school's don't offer the degree separately (you just get it on your way to a PhD),"
This is sorta half right.
The MA in Econ is NOT a popular degree but there are some schools that offer it, not as a 'consolation prize' but as a final degree. I got mine at UC Santa Barbara --- not especially well known for economics but not bad at either.
You should also know that the MA in Econ is way more rigorous than an MBA --- BUT gets way less respect. Cuz people don't know about the curriculum. Before you do it --- figure out what you wanna do for your career.
some guy did a site about the MA in Econ at UCSB---
http://econ.ucsb.edu/~patrick
you can search for programs that offer masters in econ here:

good luck

I guess you read my other post about the "consolation prize" thing... sorry if I offended you.
Thanks for the info. I'm looking into getting an MSc in Global Market Economics to get into emerging markets one day, though a contact of mine who works in the field says that's not the best way to go. So basically, I don't know. Do you think I could contact you personally for some more info? My email address is vault@jhu.edu if you're up to it.
Thanks,
Chris
