I interviewed for a IMA position on the 10th of Feb and am still waiting to hear from the store Manager. I was told he would call me in about a week after receiving my file. Here it is the 22nd and I still haven??t heard anything. Should I call the store manager?

Yes, you should call. Calling to find out the status of your application is absolutely OK! They owe you the answer they promised and you deserve to know. "About a week" in HD terms means 3 weeks, though! Good luck.
