That sounds pretty shady. I find it hard to believe a manager like that exists.
I think that you can only be placed on an IP if there is just cause and a documented history of issues that have been addressed.
If there was a threat of an IP without any prior incidents (say getting bad performance reviews, etc), I think you would be able to speak with HR about switching managers.

managers like that sure do, and HR is involved. In fact, I even tried calling the hot-line, and they pretty much told me that even if i'm anonymous, i've got to tell them what practice and what teams i'm on, and put a disclaimer saying that chances are my name will be revealed during the investigation.
anyways, so for HR, they, with the DGM, and our IDGM and my UM pulled me in a room, and started blaming me for all this crap, which i knew was not true. so instead of accepting IP, or caving in, I challenged them, and questioned every date they said I was not in office for (which i obviously was). After taht they gave me 24 hours, or end of business day to prove that I was correct, which I did so, and the very next day, the HR and DGM apologized, because I did burst their bubble. They still wantd me to go on IP, which I did not, therefore I started hunting and collecting evidence of unethical practices by hewitt. If anyone wants a list of practices or my resignation letter, let me know and i'll send it to you.
