Sucking it up and hiring enough people to staff each position so that the people in each position are competent.
Making sure the people in each role have the skills to do their job.
Not create big temporary gaps while people flow away from their area of expertise to put some band-aid on a bad situation and then also not create other huge problems since those "other responsibilities" go unfulfilled for so many weeks.
Having a professional and dedicated workforce for the long term rather than the absolute cheapest and lowest amount of staff needed for the next 4 weeks.
