They might have accents, but most people in India do, in fact, speak English as their primary language.
As for speaking "Indian", that's like our friends to the north speaking "Canadian". It's easy to see how the world sees us as self-centered, myopic twits with commentary like that.

English is spoken widely in India, yes. But, it is no one's PRIMARY language. There are no Indians that speak only English. If you were over here, and wanted to talk crap about the people over here, which language would you choose?
And by the way, I was not looking for "Hindi". I used Indian to encapsulate the 18 different official languages of India, including Hindi. They all sound the freakin' same to me, so Indian sums them up nicely. If efficiency makes me a self-centered, myopic American imperialist, so be it.
