With a respectable company and manager a WIP could be an effective program to improve performance if needed. At your company though it is a ploy by the vicious HR department to make you work 50+ hours each week and believe that they are doing you a favor by keeping you on. As already stated they will fight you to the end on Unemployment benefits when they eventually let you go.
