Question about sending resumes |

I'm applying for jobs and since I'm new to this, I have a few questions:
Is it still OK to send resumes on paper, as opposed to e-mailing it? Which is better? When it is explicitly demanded that the resume be submitted via e-mail, I do so; but otherwise I simply send it with regular mail. Is this the right thing to do?
Also, is it OK to send resumes in regular sized resume envelopes, or is it preferable to use folder-sized resume envelopes (I saw these at Staples) so that they can be scanned? If the resumes are folded into regular envelopes, will it be possible to scan them? (I'm assuming many companies want to scan resumes these days).
Thanks for any help I may get...
