the change is to broaden the horizons of PC's so that they are not just seen as billers/admins. he wants to add aditional reporting and assign a PC to a GSR/GSA and have high level reporting for the big clients. also, he wants to change the utilization requirements so that manangers have less client work. this makes sense. at PwC, the project controller managers have 0% utilization. however, the invoicing and time & expense review function is not going away and this is what most PC's want to get away from.
