Hi,
check out w3.erc.org/ the Employee Relocation Council -- they benchmark relo benefits etc. and if you can't find what you need on their website, you can call them -- they are happy to help even if you are not a member.
Check with your payroll service on tax deductibility/reimbursement issues. The actual transportation of HH goods is non taxable, mostly everything else is. Not much is actually considered an expense by the IRS. If you have someone do the company taxes ask them to check into it. The ERC can also help.The IRS pub. that others refered to is also useful. Additionally, check out w3.workforce.com; shrm.org; hrnext.com as well.
