I don't know what state you are in, but you do need to offer the same benefits to all employee's unless they are "officers" of the company.
Our company also had an FSA (Flexible Spending Account) plan until we were financially able to offer our employees a full group medical plan.

Most companies which provide benefits to commissioned employees use a proxy for a base salary. They might use the draw as a basis, average earnings over the past year, salary grade midpoint, or some other proxy for salary.
