My sister recently chose GW over William and Mary, and I am actually a graduate of William and Mary business school (MBA), so this is an interesting quandary.
W&M, while definately not as cosmopolitan and connected as GW, (at least, business school wasn't!) is certainly more academically rigourous in my opinion for undergrad if you study the liberal arts while GW may be a better school for international related majors. It's a tough call, but it really depends on your aspirations. either school carries substantial prestige in my opinion (though GW often is considered a Georgetown 'reject' school), but my impression is that the variety of students at GW is what made her choice for her. She really wanted to cross that river and not go to a small state school with all her same suburban VA high school friends, both figuratively and literally! She loves the District and cringes at the thought of 4 years in Williamsburg. I personally loved it, but I think she got a bad taste when she came to visit me in grad school one winter...oh well.
Both are great schools! W&M is probably ranked overall a little higher for undergrad, while GW's grad schools are usually ranked higher as you mention. Best of luck to you.

You have an important decision in front of you. If money is no object, I would definitely choose GW. GW is located in the heart of DC. You will be able to intern and build connections with the political community in the city. There are also bars, frats, clubs, restaurants, culture, and hot women. If money is an object go to W&M. It is one of the best public universities in the US, second only to UVA in VA. It is well known and respected and you will still be able to work in politics if you intern in DC over the summers. More than anything a job inpolitics pays peanuts, so you won't be able to actually work in politics if you need to take loans to go to GW b/c you won't be able to afford your interest payments.
