Cambridge/Oxford have a solid reputation for such postgraduate courses.
They offer one and two year MPhil's in International Relations, respectively.
The Cambridge University course is a nine month degree very much focused on individual research projects, possibly leading to a PhD. Therefore, finding a suitable supervisor is a crucial part of the admissions process.
Still awaiting decision from several top IR Graduate schools, but have found that contacting potential professors prior the admissions committee considers your application highly facilitating. At Cambridge, there are several Harvard FAS fellows working at the Centre for International Studies.
This is obviously slightly different to the US counterparts but if you are interested in attending a top British University, then I would certainly be able to provide some helpful information.
