State Department is the best bet. No one outside the Beltway really understands what it is anyway. I do wonder about NOCs. Another approach is that your being hired by a goverment contractor and this is just part of the process, and you have not really decided whether to accept the job or not. |

if someone eventually goes to work as a NOC (it's not decided as part of the COE), then you just completely change your story and say your clearance was denied or you declined the offer and you've gone into whatever profession they give you. this is why i was hesitant to even mention that i was pursuing govt employment to most people because i didn't want them to even assume i was interested in the govt in case i run into them someday in the future while i am working as a noc.
