People high enough up the food chain don't care for fixing the blatant ineffectiveness of cover because it's irrevocably tied to organizational reform. And when you have a performance management system that disregards any metric of effectiveness and pays based on seniority, people on the front lines are not going to care either. Or your attrition is going to veer up and ex-employees start publishing angry books.
Btw, that recent AEI book about the future of intelligence definitely has some good cover theories to chew on. I'd still recommend organizational studies of the compliance and incentive systems of other, more effective agencies as a starting point to some conclusive reform. We're not the only ones in this game.
