And you'll notice on the online application there's a couple of dozen universities in the drop-down menu. Those are likely the ones that they hire the most from and have CIA in Residence professors at. While the recruitment officers/center makes all hiring decisions from what I understand, these in-house professors can be a treasure trove of inside info and allow people to quote thier names when you apply.
This is not to say, however, that if you "have the right stuff" from whatever background you'll still get hired, but it all helps since you don't neccasarily know you've got what they really want until you're hired.
