In Reply To: there is more grade inflation at the ivys than anywhere else! but there actually is a system within the GS scale to reward new employees with a high gpa. i forgot the name of it, and it may only count for lower GS grades (like 5 or 7) but a high GPA boosted my pay when i was an intern. but the caliber of the school doesn't matter.
Message: govern our GS pay scale and it seems likely these are added to in the agency. I think a "high caliber" school will act as a key to get through the door, and connected to that the quality of the professors. Not to say "lesser" shools don't have them, but it's a reputation thing. One reason I suggest this is because the agency does concentrate its recruiting/conducting info sessions at particular schools, which gives those students immediately easier access. But once we're through the door it's every man/woman for themselves.
