I thought my process was odd. I applied online, then was asked to fax transcript, form, and writing sample & received the fedex online writing sample.
Most others I heard applied, *had an interview/info-sessin*, then did the fax & online writing sample.
But I also spoke with recruiters at a job fair for a very long time before applying online. Is it possible that this recruiter is my "champion" and that the job fair counted as my interview?

OK, the people who want me run the office for the region of the world in which I have experience. However, I do not deal with them. I work with someone in the Recruitment Center, the one who gave me the call about impending delivery of COE and who provided email and phone to answer questions. They have been extremely helpful.
