My COE is for a position in the DI, based in the DC area, so that locality pay is in my figure.
One other thing to consider:
The figure I gave is for a GSE 9 - step 9, for fiscal year 2006. My original COE was for FY2005, and was approximately $2K less than the figure I quoted. Not sure when your COE is dated, but maybe the discrepancy is due to your offer being outdated already. If it is a FY2005 offer, call your PO and see what the new salary is for 2006, and I bet that'll explain everything... |

My offer is approx 2k more for the 2006 fiscal year. In other words, GSE-10 step 9 pays $71k while GSE-9 step 9 pays $69k. It's puzzling to me that only 2k separates an entire paygrade at comparable steps.
My offer is also with the DI, in DC.
