hth123, which directorate did your COE come from, and is it located in the DC area? I ask because I have a COE at GS-10 step 9 based on the engineering scale and my offer is comparable to yours, which I would not expect given my higher grade.
Please no flames about 'not taking the job for the money'. There is a discrepancy here that I would like to explore. |

My COE is for a position in the DI, based in the DC area, so that locality pay is in my figure.
One other thing to consider:
The figure I gave is for a GSE 9 - step 9, for fiscal year 2006. My original COE was for FY2005, and was approximately $2K less than the figure I quoted. Not sure when your COE is dated, but maybe the discrepancy is due to your offer being outdated already. If it is a FY2005 offer, call your PO and see what the new salary is for 2006, and I bet that'll explain everything...
