I'm being relocated on Sunday, so excellent timing...
The relocation allows you to move yourself, in which you get reimbursed for mileage or for a U-Haul rental. The second option is to pick from a list of approved movers who will move your stuff. The weight limit is 10K lbs I think, though I paid no attention to the limit since I have so few things.
If you go with the movers there are no out of pocket expenses, as the moving company is paid directly by the agency. If you decide to move yourself, you pay for everything and submit a request to be reimbursed (the entire amount may not necessarily be reimbursed either)...so I think they try to encourage you to use a mover.
As far as a personal vehicle, I have been told that each "department" approves the shipment of one. I'm not really sure what this really means, but I do know my "department" does not pay to ship personal vehicles. I am told this is pretty much standard in the agency. It kind of sucks for me because I'll be driving all the way from California, so I would much rather fly, but oh well.
If you have a car, which means you have to drive it to DC, they will reimburse $0.15/mile, which barely even covers gas. The per diem is something like $55/night in lodging and $25/day in food, I don't have the package in front of me so I can't tell you these numbers for sure.
Anyway...I have found the relocation to be a little lackluster, primarily because I didn't want to use movers and wanted my car shipped, but that's just me. If you are more of a traditional move (i.e. an entire house full of stuff), the relocation package will more than adequate.

How much money do they spend on candidates for multiple trips to WDC? Lots! And then, when HIRING someone, and bringing them in...they nickle and dime! Unbelievable.
By the way, the allowance is 18,000 pounds of stuff.
